Allow People Who Have Bought Max Cape For 500m Buy For 10m Afterwords

I wanna stunt all the different combinations, but can't cause who has multiple 500m to spend on a cape. Please allow people who have already paid the hefty fee once not have to pay it again.

The max cape price has been lowered to 200M over a month ago. Players who want to try different max cape combinations will simply have to pay that price - it is a luxury after all, so I see no reason to implement this.
